RAFAEL MUSERI – Founding Partner
Rafael has over fifteen years of experience in international real estate development. As such, his knowledge and expertise has been invaluable in the aggregation of Dekel’s extensive portfolio of real estate assets. Rafael’s vision has facilitated the growth of Dekel and its team – it took Rafael three years to find the village of Pedasi through careful research and then he found the correct team to help take his imagination and turn it into reality.

DANIEL RUDASEVSKI – Founding Partner
Daniel has been developing real estate in several locations throughout Central America for more than ten years. As head of Business Development and Dekel’s extensive asset development program, Daniel initially secured, reorganized and consolidated many assets for the group. Daniel first came to surf in this region at the age of 18 and is passionately keen to preserve and enhance the same vibe he discovered in Panama at that time. Now, his vision for the group’s portfolio is coming rapidly to life, building upon the concept of putting Panama on the map as the new Central American vacation investment destination.


Graduated from University of Florida with an MBA from University of Brussels. Held top management positions in top multinational corporations. Before Dekel, held for 4 years the Commercial VP position of Grupo Corcione, second biggest developer in Panama with over 1 billion dollars in construction per year.

Graduated from Duke University. Have 12 years of experience as Director of Treasury and Investor Relations in Copa Airlines, a publicly traded company in New York stock exchange with market cap of $3 billion dollars.

EJ GORMAN – Pedasi Development VP
Graduated from the University of California, Santa Barbara, and later earned an MBA from the University of California, Irvine. With over 19 years in the Real Estate Market, he played an integral role in the development of a residential resort project on Isla Bastimentos, Bocas del Toro and then joined Panama Pacífico, a new $700 million master development by London Regional.

HILLA BAR – Casco Design VP
B.A. of TLV University in media and history interior design and architecture of Berzin-Shoham Studio with over 15 years of experience. Before moving to Panama she had her own studio in Tel Aviv, Israel.

RYAN BULLOCK – Acquisitions VP
Ryan is a US attorney with a license to practice in New York and in Massachusetts who began working in Panama real estate in 2006 on an island resort project at the Carribean coast.  For the last 3+ years, Ryan has managed Dekel’s growing Casco Antiguo portfolio, overseeing each stage from initial deal sourcing and transaction structuring, to finance, construction, leasing and property management. His legal education and professional background provide a unique and valuable perspective in executing successful projects in a competitive and fast paced market.

ROSSANA CEDEÑO – Human Resources VP
Rossana has a bachelor in marine transportation at Kings Point and a masters degree in Training and Development of Univ. of Louisville. She started working as a trainee and then as Safety Supervisor in Panama Ports, subsidiary of Hutchinson Ports Holdings for 3 years. After that she worked at Copa Airlines for 7 years in the areas of Recruitment, Training and Human Resources management.

arlos graduated from Virginia Tech earning a civil engineer title and a master’s degree in structural engineering. Later, he became the first LEED certified Panamanian for sustainable green buildings. His career in the construction field exceeds 15 years of experience having worked in Washington, D.C. and Panama, where he collaborated in the first bolted structure at Zona Libre de Colón; supervised over 14 high rise buildings and worked as PM for the International School over 15 million dollars in projects.
